高等教育属于非义务教育，高校按照国家相关规定向学生收取一定的学费、住宿费以及书本费等来维护学校的正常运转。学生有按规定交纳学费及有关费用的义务，但大学生不按时交纳学费，恶意拖欠学费已成为全国各高校一个普遍存在的问题，已经严重影响了高校正常的教学、科研等工作。目前诸多的研究都直接把矛头指向没有按时缴纳学费的在校学生．诚然学生应该对拖欠学费问题负有一定的责任，但是学校在学生缴费上的管理不善，是导致学生欠费的直接源头。

Delay or failure of payment for higher education fee has been delivering negative impact on different fields of higher education industry namely daily running and scientific studies as education fee is one of those important sources for its daily business running. Most studies focus too much on the personal willingness or morality of education attendants when trying to find out the reason of such problem whilst few of them on a discussion on sufficient payment system to be established as a core method for the problem solving, which forms the main purpose of this research.
