全球暖化与国际气候协商的性别视角 被引量:2

A Gender Perspective on Global Warming and International Climate Negotiations

摘要 由于长期处于政治、经济、社会的弱势地位及传统文化中性别角色的影响,面对全球暖化的冲击,发展中国家贫穷女性由于缺乏适应能力而具有高度的脆弱性。因此,国际气候规范应该纳入性别视角,为女性参与国际气候协商创造条件,增加国际气候协商决策中女性代表的名额,确保女性能够平等地获得减排科技知识,使其提高适应环境变化和应对自然灾害的能力,进而形成符合社会正义的气候策略,促进国际社会采取更有效的应对气候变化的行动。 Due to the effects of a long history of political and socio-economic disadvantages and the gender role in traditional cultures, poor women in developing countries lack the ability to adapt and are especially vulnerable in facing the impact of global warming. Therefore, the global warming discourse should include a gender perspective and create better socio-economic conditions for women to participate in global climate consultations. A climate change strategy with social justice can be formed by increasing the percentage of female experts and representatives to participate in the decision-making and consultations on climate change, by ensuring that women have access to the knowledge of carbon-reduction technology, and by assisting women to adapt to the changing environment and to deal with natural disasters. In this manner, the international community can take actions to address climate change more effectively and efficiently.
