Investment Management and Budget Control for Three Gorges Project

通过系统分析三峡枢纽工程建设投资所实行的"静态控制、动态管理"模式、绩效考核办法和激励制度,全面阐述业主总执行概算的组成和投资控制执行体系,以及投资控制的方法和措施。结合工程施工建设和营运管理,对三峡工程的投资控制效果进行了较全面的分析。结果表明,在整个三峡枢纽工程建设周期内,投资管理与概算控制工作成效卓著。

By a systematic analysis of the ＂static control and dynamic management＂ mode implemented in the investment management of Three Gorges Project,the performance evaluation methods and the incentive system,the budget and the investment control system for the construction of Project are introduced.Combining with the construction and operation management of Project,the effect of investment control is analyzed comprehensively.The results show that the investment management and budget control is remarkable within the entire construction period of the Project.
