草原生态金融工程的构想及其经济社会意义

Financial Engineering of Grassland Ecology and Its Economic and Social Significance

面对由草原退化引发的生态环境恶化、牧区经济增长受阻等一系列亟待解决的问题,本文提出,在内蒙古自治区实施草原生态金融工程项目,进一步促进草原生态恢复和牧区经济社会发展。据此,本文创造性地提出草原生态金融工程的概念和构想,设计相关的制度,创新性地构造结构化的草原生态金融工程系统。草原生态金融工程的基本思路是:在"草原统一规划、项目市场化运作、生产分散进行、资金统筹使用"的政策安排原则下,应用杠杆原理,采取"政府引导、牧户经营、社会参与"的建设模式,将草原生态恢复、牧户安稳致富和草原经济发展有效结合,从而实现草原经济和社会的可持续发展。

Facing the deterioration of ecological environment, pastoral areas economic growth hampered and a series of problems demanding prompt solution, which were caused by grassland degradation, this paper proposes the project of grassland ecosystem financial engineering in Inner Mongolia, in order to further promote the grassland ecosystem restoration and economic and social development in pastoral areas. Accordingly, this paper creatively puts forward a concept of financial engineering grassland ecology, designs the related system, and makes a structured financial engineering system. The main idea of grassland ecology financial engineering is as follows ： under the policy principle of ＂plan prairie unified, operate the project market-oriented, decentralize production and use the funds coordinately ＂, it exploits leverage with the construction mode of ＂government guidance, herdsman management, community participation＂, therefore it can achieve economic and social sustainable development by the integration of grassland ecological restoration, herdsman stable enrichment and effective economic development.
