构建后金融危机时代民营企业公共行为的政策环境——以浙江民营企业调查为基础的分析

Building a Policy Environment for Private Enterprises' Public Behavior in the Post-Financial-Crisis Era——A case study of the investigation of private enterprises in Zhejiang Province

改革开放以来,随着民营企业的崛起与壮大,有越来越多的民营企业家把目光投向社会的公共生活。由于受西方金融危机的影响,民营企业收缩了某些公共行为。当世界进入后金融危机时代,无论是自身的发展,还是经济社会发展的需要,都将进一步呼唤民营企业的公共行为。对民营企业的公共行为可以从自利性和公共性的统一中来把握。自利性和公共性本来就是人性中的两个方面,公共性的一面构成了民营企业公共行为的主要内在根据。调查显示,民营企业的公共行为覆盖了社会生活的各个领域,参与公共产品的供给、公共权力的运作、公共精神的积淀和公共领域的构建构成了民营企业的主要内容。要使民营企业的公共行为在更高的层次上展现出来,必须营造良好的政策环境。构建政府政策价值导向机制、政策运行开放机制和政策工具选择机制,为民营企业公共行为营造良好的政策环境。

Since the opening up to the outside world, more and more private entrepreneurs have been focusing on public life with the booming of their enterprises. However, they shrank some public behaviors due to western financial crisis. With the entry into post-financial-crisis era, whether self-development or social and economic progress calls for public behaviors from private enterprises. Self-interest and public-serving characters as the two sides of human nature can also be integrated as the criterion of private enterprises＇ public behavior, and public-serving character forms the major basis of their public behavior. Investigation displays their public behavior covers each field of social life, including participation in public good supply, operation of public power, accumulation of public spirit and social field formation. Therefore, more favorable policy environment should be built to present private enterprises＇ public behavior in higher level. The paper suggests forming a mechanism led by government value, an open mechanism of government operation and that of government tools selection, so as to create a favorable environment for private enterprise＇ public behaviors.
