Retrieve Village Community:Rural Land Interest and What the Peasant Wants

中国土地制度安排的前提是绝大多数农地只能用于种植大田作物,在户均不足10亩地的小规模土地经营下面,农民最需要的是获得进行农业生产所必须的基本生产条件,是生产方便,而不是抽象的土地权利。中国农村土地制度安排中,应当保持土地集体所有权和农民使用权的平衡,应当实行"兼顾稳定、适当调整"的方针,应当坚持统分结合、双层经营的基本经营制度。

The prerequisite of China land institutional arrangement is that most rural land can only be used to plant field crops. Under the small-scale management that household average land area is less than ten Mu, what the farmers need is not abstract land fights, but basic production conditions and convenient production. For the land institutional arrangement in China, we need to keep the balance between land collective ownership and farmers＇ land rigths to use. We also need to readjust appropriately y and consider stability. We should insist in the basic management institution as combination of centralization with decentralization and dual level management.
