"The Three Agricultural Problems" and Readjustment of Education System in China

摘要 我国现在仍然是"城乡二元结构",农民人口在今后一个时期仍然会占我国人口的大多数。因此,教育如何服务"三农"现实需要的问题确实应该引起重视。与"三农"密切相关的教育调整应率先在两个领域展开:一是以乡土知识充实基础教育,二是以实用知识改善成人教育。这两个领域事实上既不可能过分超前地强调以"统编教材"推进统一的制式教育,也不可能过分激进地放开给私人资本牟利。在这两个领域推进结构调整,由于涉及已经形成的不同既得利益群体而属于"改革攻坚"。 In China's present urban-rural dual structure,rural population will still be the majority in population in the coming period.Therefore,importance should be attached to how to make education serve the needs of "the three agricultural problems".Readjustment of education related with "the three agricultural problems" should be carried out first in two fields: 1) integrating indigenous knowledge into elementary education,and 2) improving adult education by teaching practical knowledge.In these two fields,in fact,it is impossible to promote unified formal education by over-stressing the use of "unified textbooks" and to allow private capitals to earn profits without restraint.Structure readjustment in these two fields is a challenging reform because it affects different vested interest groups.
