摘要
2003年以来,成都在统筹城乡的纲领下,进行了多方面的改革探索,逆转了城乡收入差距扩大的趋势,引起了广泛的关注。在系统调查的基础上,本报告通过分析土地综合整治、集体土地上的工业园、城乡"联建"、集体建设用地直接入市、农村土地确权等案例,总结了成都在土地制度改革方面的实践。本报告发现,成都统筹城乡的经济基础,是主动调整土地政策、改革征地制度,适当增加农民和农村分享工业化、城市化进程中土地收益的份额。成都的土地制度改革可以概括为:增加现存征地制度的弹性,探索在非征地模式下配置土地,以确权为基础,为逐步缩小征地范围、全面改革征地制度准备条件。
Since 2003,Chengdu,Sichuan province has made a series of experiments with land reform to unify rural-urban development.The reform has reversed the trend of widening rural-urban income gap and aroused widespread attention.This report systematically summarizes cases of land reform in the city and finds out that it has taken initiatives to adjust its land policy and land requisition system and let farmers and the countryside share more revenue from land sales during the urbanization and industrialization process.This strategy constitutes the economic basis of the city's unified rural-urban development.Its land reform can be summed up as one that increases the flexibility of the current land requisition system,taps the possibility of a non-requisition land distribution method,and clarifies property rights,so that the city could be better prepared for reducing land requisition and pushing forward a comprehensive reform on the land requisition system.
