构建“大教育大培训”工作体系中的概念分析

Conceptual Analysis of Building System of "General Educational,General Training"

2008年1月,公安部党委提出,积极探索构建符合公安实际,具有公安特色的"大教育、大培训"工作体系,切实提高公安民警的综合素质和实战本领。为有助于明晰理论认识和实践思路,对构建"大教育、大培训"工作体系中的概念进行梳理分析,可以避免概念混淆、指称不一带来的误解,达到理清思路,使工作朝向更为现实和有效的方向发展。

In January 2008, at the meeting for the heads of Public Security Bureaus, the Party Committee of Ministry of Public Security in China proposed that we should actively search for the ＂ general education, general training ＂ system which can match the reality of public se- curity characteristics, improve the overall quality and skills of the police. To analyze the conception of the work will help gather thoughts of it to guide the work in an efficient and pragmatic way.
