在转型期,中国地方政府应展开科学执政、民主行政与理性施政,以更好地服务于公民、平抑公共冲突、保障公共利益、促进经济社会协调、可持续发展。为此,优化地方政府治理,就需要树立"以人为本"的政府民主治理理念,强化"法治行政"的制度化治理素质,深化行政管理体制的整体性改革,优化利益均衡实现的公共政策过程,提升政府综合治理的技术化水平,建设具有公共协同性的行政文化。

During the transition to the modernization, local governments should conduct a scientific and democratic administration and rational policy in order to serve the citizens better, keep the public conflict, protect the public interests, and promote coordinated economic and social and sustainable development. To this end, optimizing the local governance, it is necessary to establish the ＂people-oriented＂ government of democratic governance concept, strengthen the quality of institutional governance of ＂rule of law and administration＂, deepen the integral reform of administrative system, optimize the public policy process of balance-interests-achievement, enhance the government comprehensive level of technology, and build the administrative culture of public collaboration.
