关中—天水经济区养老保险的对接思路及政策建议

A Joint View of Endowment Insurance in Guanzhong-Tianshui Economic Zone

由于关中一天水经济区的建设,带动了经济区域内的经济快速发展,使得各地经济密切相连,成为一个整体。然而,陕西和甘肃的社会保障制度存在着一定差异,特别是养老保险制度的差异,将影响经济区域内人才的合理流动,进而影响经济的良性发展。描述了经济区内各地养老保险的现状,并分析了养老保险对接的障碍,最后从城乡统筹和地区对接两个方面提出了对接的合理性建议及所需的政策支持。

With the construction of Guanzhong-Tianshui economic zone （ GTEZ ） the economy develops rapidly in the economic region which closely joins the economy in the vicinity as a whole. Nevertheless, the existing difference of the social security system in Shaanxi Provinces and Gansu Provinces, especially, of endowment insurance will impact the rational flow of qualified personnel, and thereby, affect the benign development of the economy in the economic region. The paper describes the varied endowment insurance in the region, analyzes possible obstacles in joining the insurance and finally puts forward rational suggestion for the joint insurance and necessary supporting policy in the light of an overall urban and rural plan and regional conjunction.
