服务外包作为一种新兴的服务贸易模式近年在黑龙江省得到迅猛发展,蕴藏着巨大的发展潜力,但黑龙江省发展服务外包业存在着政策措施不完善,产业园区规模较小,人才短缺,自主创新仍需加强等问题,在对策上应因势利导,把握发展机遇,优化商业环境;巩固园区规模,强化龙头作用;健全人才结构,优化服务平台;增加资金投入,打造创新优势才能突破发展瓶颈,开创黑龙江省服务外包发展的新局面。

Recent years, as an emerging pattern of service trade which has a tremendous potential, service outsourciag has grown by lealps and bounds in Heiloagjiang province. But at the same time, there also have some problems, such as to improve the trade policy and the independent innovation ability immediately, the scale of the industrial parks is still small and the shortage of qyakufrednel. In order to help Heilongjiang to create a new situation in the development of service outsourcing, we should take some positive and effective strategies. The main methods include seizing the opportunity for development, optimizing the business environment and the personnel structure, expanding the industrial park and building a better public senvice platform, and then increasing investment in in- novation advantage.
