黑龙江省服务外包产业发展研究

随着黑龙江省开放步伐的加快,黑龙江省的服务外包产业也进入了一个全新的发展阶段。服务外包企业的数量和规模不断扩大,政府的资金投入持续增加,与服务外包相关的金融、通信、保险等行业不断完善,尤其是各大产业园区的建成使用把黑龙江省服务外包产业的发展推上了一个更高的台阶。然而黑龙江省既有发展服务外包产业的政策优势、成本优势、区位人文优势、科技园区优势、教育基础优势,又存在产业分散、人员流失严重、外部环境不够完善的问题。加大人才的培养与引进、发挥产业园区集群效应、加大政策支持力度、开展多元化服务是促进黑龙江省服务外包产业发展的良策。

As the accelerated pace of opening in Heilongiiang Province, the development of service outsoureing industry has entered in- to a new stage of the development. Nowadays, the number and size of service outsourcing enterprises has expanded. The government＇ s investment continues to grow. Finance, communications and insurance are keep improving. Particularly, the industrial park pushed the service outsoureing industry of Heilongjiang province to a higher level. Heilongjiang Province not only has the policy advantages, cost advantages, location advantages, park advantages and education advantages to develop the service outsourcing industry, but also has many kinds of problems, for example, industrial decentralization, serious employee decreasing, imperfect external emironment. Bases on the above analysis, this essay proposes some suggestions to cope with these problems. These suggestions include the training of personnel, cluster effect, forceful policy support and multiple services.
