As the accelerated pace of opening in Heilongjiang Province, the development of service outsoureing industry has entered in- to a new stage of the development. Nowadays, the number and size of service outsourcing enterprises has expanded. The govenmmnt＇ s investment continues to grow. Finance, communications and insurance are keep improving. Particularly, the industrial park pushed the service outsoureing industry of Heilongjiang province to a higher level. Heilongjiang Province not only has the policy advantages, cost advantages, location advantages, park advantages and education advantages to develop the service outsoureing industry, but also has many kinds of problems, for example, industrial decentralization, serious employee decreasing, imperfect external envimmnent. Bases on the above analysis, this essay proposes some suggestions to cope with these problems. These suggestions include the training of personnel, cluster effect, forceful pokey support and multiple services.
