Difficulties of the Implementation of Current Education Policy for the Migrating Population’s Offspring and Its Countermeasures

让流动人口子女接受"均等教育"的政策理念已经成为新时期政策文本指导思想的核心内容。受实施主体不明确、利益机制不均衡、缺乏整体性构建、监控机制不力、缺乏强制性保障等因素的影响,当前的流动人口子女义务教育政策在许多地方陷入了政策变形、失真的困境。要提高政策的有效性,必需确立切实可行的政策体系,形成良好的政策执行环境,对相关政策的有效执行过程进行监控与评估。

The concept of equality in the education policy for the migrating populations＇ offpring has become the core of edu- cational policies. However, influenced by the factors of indefinite main execution body, disequilibrium benefit mechanism, ineffective supervisory mechanism and the lack of compulsion insurance, the current education policy for the migrating population＇s offspring has plunged into the difficulties. In order to enhance the validity of the policy, we must construct a feasible policy system, form a good implementation environment, supervise and evaluate its effective implementation process.
