城乡统筹：创新与发展--重庆市城乡总体规划及其实施机制探索

INNOVATION AND BEVELOPMENT OF URBAN-RURAL INTEGRATION: A CASE STUDY OF CHONGQING URBAN-RURAL MASTER PLAN AND ITS IMPLEMENTATION MECHANISM

重庆市城乡总体规划是国务院批准的第一部城乡总体规划。该规划强化了充分发挥中心城市职能、统筹大城市带大农村的城乡发展等规划战略。规划正在发挥着指导重庆城乡快速健康发展的作用。本文探讨了终极状态化的总体规划存在的对于城市发展实际情况的灵活性和适应性方面的不足,在统筹调控全市城乡和区域空间发展能力的体制机制方面存在的缺陷,提出了建立符合重庆实际的城乡规划工作机制和严格高效的规划实施动态调控机制等,推进统筹城乡规划综合改革。

The Chongqing Urban-Rural Master Plan is the first of its category approved by the State Council. The plan emphasizes to fully exert the functions of Chongqing as a central city and integrate the development of the big city and the large rural areas. The plan is guiding the rapid and healthy development of the urban and rural areas in Chongqing. This paper analyzes the defects of the master plan including the lack of flexibility and adaptability to the changing situations of the city and the incomplete mechanism of regulating the urban-rural development. It suggests establishing a urban-rural planning mechanism in line with local situations and strict and efficient dynamic institution to regulate the implementation of the plan.
