工程造价存在不执行国家有关法律法规、工程造价工作秩序混乱等现象。其原因是法制不完善,法纪观念淡薄,监管不力,造价人员队伍素质不高造成的。为此应加强造价领域立法工作,建立与市场经济相适应的审批制度,完善招投标制度,提高造价人员的综合素质。

There exists a lot of problems such as violating China＇ s laws and rules, disordering engineering cost work in engineering cost at present. The paper analyses the reasons as having a weak sense of legality and poor legal system and low quality of employees, etc. Therefore, we should strengthen the cost work, build proper system gearing to the needs of market economy, and improve comprehensive quality of employees.
