我国体育公共服务均等化现状及发展对策研究

Status Quo and Countermeasure of the Equalization of China′s Sports Public Service

对我国体育公共服务现状进行了系统分析,认为我国体育公共服务总量严重不足、区域差异明显、城乡差异明显、阶层差异明显。造成这一现象主要原因是政府用于体育公共服务领域的投入比重过低;基层财政体育公共服务供给能力严重不足;区域经济发展水平具有明显差距;投资方式单一;城乡二元体制的存在;单位体制依然有很大的影响,居民收入差距不断扩大。提出一系列建议和对策,以求逐步推进我国体育公共服务均等化的发展。

Ibis paper presents a systematic analysis on the status quo of China＇ s sports public service, holds that China＇ s sports public service is of seriously inadequate total amount and significant regional and urbanrural and class differences. The main causations of this phenomenon are the excessively low expenditure on sport public services by the Government; seriously inadequate supply capacity of grassroots fmanees in public services; evident gaps between regional economic development; single investment method; the existence of dual urbanrural system; considerable influence of organization system; increasingly widening income gap, etc. This paper accordingly proposes a series of recommendations and countermeasures to gradually promote the development of the equalization of China＇s sports public service.
