On the Innovation in Public Policy under the Scientific Outlook on Development

为适应创新型国家建设、构建和谐社会的需要,公共政策必须及时创新。科学发展观为公共政策理念创新、内容创新和政策手段创新指明了方向。因此,在实现公共政策创新目标的过程中,政策主体必须深入学习与实践科学发展观,实现政策理念的转变;废旧立新并举,实现政策内容的切换;创新政策运行机制,实现政策目标的转换。

As an important guiding ideology in the country,the scientific outlook on development is leading the comprehensive and coordinated development of our society.At the present stage,it plays a commanding role in the public policy system.To build an innovative nation-building,build a harmonious society and enhance the international image of a responsible big country,the public policy must be timely innovation.The scientific outlook on development points out the right direction for the public policy concept innovation,content innovation and instruments innovation.In order to achieve the goal of public policy innovation,policy actors must adopt the following measures：must strengthen to learn and practice the scientific outlook on development to achieve the policy concept change,must introduce a new policy when abolishing the old policy to achieve the witch of the policy content,must innovate policy operating mechanism to achieve the policy objectives conversion.
