The telecom development in Finland ranks first in the world. Competition was introduced in 1987, making Finland one of the world's most deregulated telecom market. The paper outlines Finland' s basic telecom conditions, telecom system framework, rights of telecom administrators and regulators as well as development strategies and characteristics of major car-riers in the market competition.
