摘要 以人工调控强烈的天津地区为例,选取COD和NH3-N两个主要污染因子,在现有水文数据较缺乏条件下,提出了基于环境权的污染物初始浓度的确定方法,并用入海量反推法来确定河流流量,通过增设虚拟监测断面弥补了实际监测断面不足的问题,最终制定了人工调控强烈地区地表水环境容量核定技术方案。利用所制定的方案,分析计算了天津地区的理想水环境容量为该市水环境规划管理提供粗精度的参考依据。 The determination of ideal water environmental capacity in northern area of China is limited by various factors. Taking strong artificial regulated Tianjin City area as an example, selecting 2 main pollutant factors of COD and NH3 - N, we put for- ward a determination method for initial pollutant concentration based on environmental right under the condition of insufficient hydrological data. In the method, the river discharge is calculated inversely by the discharge entering into the sea and the virtual monitoring sections are added to solve the problem of insufficient actual monitoring sections. Through the above treatment measures, the technical scheme of ideal water environmental capacity calculation in strong artificial regulated regions has been formulated finally. The ideal water environmental capacity of Tianjin City area is calculated using the proposed method, which could be referenced for planning of water environment of the city.
