河北省土地整理的现状及其存在问题初探

Discussion on Current Situation and Problems of Land Consolidation in Hebei Province

目前,我国土地利用中面临的问题十分突出,主要表现为人均土地资源匮乏、土地利用效率不高、耕地质量退化严重、耕地后备资源不足等。一方面现有耕地不断减少,另一方面,工业化、城市化的发展要继续占用大量土地。而土地整理是采用工程措施将现有的大小不一、高低不平、渠道不畅、道路不通的农田改造为标准农田。大力发展土地整理,对增加耕地数量、提高耕地质量、缓解人地矛盾等有着重要的意义。通过对河北省土地开发整理项目的性质、规模、内容、投资力度等多方面的调查,分析河北省在土地开发整理过程中所存在的问题,提出了河北省土地整理的相关对策及建议。

The problems faced by land use in China are serious at present,which mainly manifested as lacking of per capita land resources,low land use efficiency,serious degradation of cultivated land quality and inadequate reserve cultivated land resources.On the one hand,the existing cultivated land is decreasing,on the other hand,much land is occupied with the development of industrialization and urbanization.The land consolidation is that transforming the cultivated land into standard farmland by engineering measures.Developing land consolidation has an important meaning for increasing the quantity of cultivated land,improving the quality of cultivated land and releasing the contradiction between people and land.Through the investigation on the nature,scale,content and investment intensity in land consolidation of Hebei Province,the problems are analyzed,and the countermeasures and suggestions are put forward.
