村民自治背景下的扶贫资源分配

Resource Allocation of Poverty Alleviation under the Background of Villager Autonomy

长期以来,我国政府主导的扶贫资源分配缺乏民主性。扶贫工作必须有村级组织的参与,村级组织在扶贫中的作用具有不可替代性,而村民自治制度的变迁给村级组织在扶贫工作中发挥作用带来新的挑战。基于此,对于村民自治制度的变迁对扶贫资源分配所带来的新问题进行了探讨和研究,并提出了具体的解决对策。

For a long time,the resource allocation of poverty alleviation led by the government was lack of democracy in China.The village organization played an irreplaceable role in poverty alleviation.The changes of system of villager autonomy brought challenge for poverty alleviation.The problems in resource allocation of poverty alleviation caused by the changes were discussed,and the countermeasures were put forward.
