内蒙古东西部贫困问题比较研究

A Comparative Study of Poverty between Eastern and Western Inner-Mongolia

本文以系统论为指导,运用贫困"三分法",对内蒙古东西部地区脱贫现状、致贫原因及扶贫措施等进行了比较研究。分析结果表明:由于初始条件的依赖与改变,内蒙古东西部地区在贫困程度、贫困原因、返贫率等方面发生了不同的变化。建议在实际扶贫开发中采取"分类指导、分清原因、分步实施"的策略,提高扶贫开发的针对性和实效性。

Taking system theory as a guide,this paper makes a comparative study of poverty status,cause of poverty and poverty alleviation measures with the ＂trichotomy＂ poverty between eastern and western regions of Inner Mongolia.The results show that since the dependence and change of initial conditions,the extent of poverty,the causes of poverty,the rate of falling back into poverty in eastern and western regions of Inner Mongolia changed differently.It also put forward a suggestion that the strategy of ＂guiding respectively,distinguishing causes and conducting step by step＂ should be taken in poverty alleviation and development process hence to enhance the poverty alleviation and development targeted and effective.
