本文揭示近几年地方政府在矿业权市场上设置种种地方政策,形成与中央政府的政策博弈,分割矿产资源开发利用中的利益分配。这些行为阻碍了整个矿业权市场的有序发展,是使得近年来整个矿业权市场环境恶化的根本原因。本文分析这些地方利益不规范的原因,提出了规范地方利益的原则和建议。

This paper exposes the special policies of local government in mineral resources development rights in China.These behaviors form the policy game with the central government,and divide the distribution of the profit from the development of mineral resources.These behaviors have obstructed the development of mining rights market in China.It is becoming the main reason of Chinese deteriorating mineral resources developing environment.The paper analyzes the reason of the behaviors,and provides the principle and the advice to regulating the local government profit pursuing from the mineral resources development.
