社区卫生服务中心特定人群保健现状分析

Healthcare for specific population in urban community health service centers

目的了解中国城市社区卫生服务中心特定人群保健功能的开展情况,发现制约功能任务发挥的主要障碍,为完善我国基层卫生组织功能提供科学的政策依据。方法在全国31个省市进行大样本量的机构抽样调查,共调查社区卫生服务中心116家,并随机抽取50名相关人员进行关键知情者访谈。结果社区卫生服务中心平均开展12.0项特定人群保健服务,占应开展项目数的46.3%;一、二、三级项目的开展比例分别为62.4%,39.9%和25.2%。结论制定有效的激励机制,提高基层卫生人员数量和能力,并加大政府的财力、物力支持,以完善我国城市基层卫生机构的特定人群保健功能。

Objective To understand situation and barriers in carrying out specific population healthcare services in urban community health service centers in China and to provide scientific evidence for the improvement of basic health institution in China.Methods A survey of 116 community health service centers in 31 provinces and interviews to 50 key figures were conducted.Results Only 12 items（46.3%） of specific population healthcare services were carried out in the connunity health service centers.The percentage of the first,second and third level health service items provided was 62.4%,39.9%,and 25.2% of all items planned,respectively.Conclusion Formulating effective incentive mechanism,increasing quantity and enhancing capability of basic level helth personnel,and enlarging government investment in financial and material resources are the key points of improving spectific population healthcare function in primary health care facilities in urban China.
