The Development of Social Welfare System in China and its Influence on Urbanization

回顾中国社会保障制度和福利体系的发展,进而探讨社会保障与城市化的关系,可以看出,健康、持续、稳定的城市化离不开社会保障制度。但在一定时期和情况下,促进社会保障制度的政策并不一定带来城市化的相应发展,社会保障制度尤其是社会保险制度必须适度,而有助于全民共享的社会福利体系却有利于从整体上促进城市化和城乡经济社会协调发展。对于中国城市化进程中社会福利制度存在的问题,需完善社会福利制度的有关做法及政策。

Looking back to the development of China＇s social security system and welfare system, and then exploring the relationship between urbanization and social security, we can draw the conclusion that healthy, sustainable and stable urbanization is inseparable from the social security system. However, in certain period of time and circumstances, promoting social security system policy does not necessarily bring about a corresponding development of urbanization. Social security system, especially social insurance system must be moderate. Comparatively, social welfare system that could be shared by all people is actually advantageous to promote urbanization and the harmonious development of urban-rural economic society as a whole. In order to resolve the problems of social welfare system in China＇s urbanization process, it is necessary to improve relevant practices and policies existing in the social welfare system.
