社区护理质量指标体系的建立及应用研究

Development and Implementation of Quality Index System of Community Care

目的建立一套适合于我国社区卫生服务发展现状、具有一定科学性和可行性的社区护理质量评价指标体系,为相关政府部门进行质量考核以及完善质量考核标准提供参考。方法通过系统的文献检索收集社区护理质量相关术语,建立指标库。运用德尔菲专家咨询来确定指标体系的维度以及各维度指标群,并根据各指标的重要性评分来计算权重系数。在重庆市10大主城区分层随机抽取12家社区卫生服务中心,运用评价指标体系对重庆市社区护理质量进行模拟评价。结果社区护理质量评价指标体系包括:3项一级指标、17项二级指标、42项三级指标。重庆市社区护理质量综合评价的均值为79.43分,分值跨度为21.95分。结论社区护理质量指标体系以结构质量、过程质量、结果质量为要素,突出了社区护理"六位一体"的功能现状,具有较好的适宜性、导向性、变异性以及实际应用的价值。

Objective To develop a quality index system of community nursing service,which should be scientific,feasible and in accordance with status quo of the community health services in China,so as to provide a reference for the relevant government departments to conduct quality assessment and to improve quality assessing standard.Methods The initial indicator database was established through systematic literature review.The dimensions of the system and index group in each dimension were determined by Delphi expert technique.The weight of each index was calculated by the importance score.Then the evaluation system was used to conduct a simulating assessment of community care quality in Chongqing Municipality among 12 community health service centers selected out of 10 major urban areas by stratified random sampling.Results The quality index system comprised 3 first-class indicators,17 second-class indicators and 42 third-class indicators.The average of comprehensive evaluation score of the 12 centers was 79.43,with a score span of 21.95 points.Conclusion The quality index system of community care services takes quality indicators,process quality and outcome quality as the elements,with ＂six in one＂ functional status quo being standing out.It is of suitability,guidance,variance,and practical value.
