摘要
近几年,我国食品安全问题日益突出,这与食品安全监管中现行的政府垄断型管制模式相关,该模式存在监管机构分散、监管成本偏高等主要缺陷。针对垄断型管制模式中的固有缺陷,提出了向引入"多元参与"机制的民主化政府管制模式转型,从"权力重新配置"、"互动制度安排"和"参与者素质培养"等方面阐述我国食品安全管制模式由"垄断型"向"民主化"转型的路径选择,以期对完善我国的食品安全监管具有一定现实意义。
In recent years, the problem of food safety in our country is becoming increasingly prominent, which is relevant to our Government Monopoly Regulation Mode for Food Safety. Aiming at the inherent defects of our Government Monopoly Regulation Mode for Food Safety such as Supervisory Authority Decentralization and Higher Supervisory Cost, the democratic control mode of multiparticipation system is proposed. From Reallocation of Power, Arrangement of Institution and Quality Cultivation of Participants, this article brings up the Route Choices to our Government Regulation Mode for Food Safety transmitting from "monopoly" to " democratization" by integrating the overseas advanced experiences into our country's real situation, expecting some practical significance to improve our food safety supervision.
