China's economy is recovering thanks to the government's 4 trillion yuan stimulus package. Fixed-asset investment, industrial production and consumption have shown strong growth. Now, when and how to withdraw the stimulus policy is a focus of heated discussion in political and academic circles. And Jia Kang, an expert with a think tank affiliated with the Ministry of Finance, is weighing in. Jia argues for controlling the size and use of fiscal debt, while encouraging private investment and stimulating domestic consumption as prelude to a stimulus pullout. He favors private investment for sectors such as finance, railways, highways, aviation, telecommunications and power to spur private sector growth.
