摘要
事业单位绩效工资改革之幕开启背景下,绩效工资机制具体运作方式及环境条件都亟待细化方案的明确及导引。为保障事业单位绩效工资正向激励效用的发挥,有必要疏通绩效工资依赖路径的梗阻,基于效度、信度及强度导向构建动态化绩效工资基准和机制、多元化绩效考核指标和方式及立体化制度、文化及财政环境,在强化配套化管理中达致事业单位收入分配的公平合理。
In the context of performance -based pay reform in public institutions, the specific operational mode and environmental con- ditions of performance - based pay system needs to be deafly detailed and urgently directed. In order to make ~ure that the performance - based pay system in public institutions can play a positive incentive effect, it is necessary to clear up the ob- structions in its dependence path, and based on validity, reliability and intensity, to build the dynamic benchmarks and mechanisms of performance - based pay, the diversified indicators and methods of performance evaluation and a three - di- mensional institutional, cultural and financial environment, so as to achieve equitable distribution of income through strengthening supportive management institutions.
