完善铁路技术标准体系 服务于铁路发展大局——在2010年铁道部标准项目计划会上的讲话

Improving Railway Technical Standard System and Serving the Railway Development-Speech on the Conference of Standards Projects Planning of MOR 2010

介绍2009年铁路发展概况,总结2009年铁路标准化主要工作、铁路技术标准体系建设情况。从当前铁路发展的形势,分析我国铁路科技和标准工作面临的新挑战、新任务、新要求。铁路技术标准工作要适应铁路快速发展和铁路"走出去"发展战略的需要,贯彻"高标准、讲科学、不懈怠"的要求,从科学合理制定2010年铁道行业标准计划、认真完成2010年铁路标准制修订工作、重点研究制定一批高速铁路、重载运输急需的技术标准、进一步加大标准的国际化工作力度以及继续做好铁路标准的管理和服务工作等5个方面,提出2010年铁路标准工作思路和重点任务。

The author introduces the general situation of railway development in 2009,summarizes the main work of railway standardization and the construction of railway technical standard system in 2009. Based on the current situation of railway development,the author analyzes new challenges,new tasks and new requirements that China railway science and standard work face. Railway technical standard work should be suitable with the requirements of fast development of railway and the ＂go abroad＂strategy of China railway,implements ＂high standard,scien- tific concept and consistency＂,and puts forwards the work thoughts and key tasks of the 2010 railway standard work from the 5 aspects,i.e,scientifically forming the railway industry standard plan,carefully finishing the tasks of formulating and modifying railway standards of 2010, emphasizing the study and formulation of technical standards that are urgently wanted by high-speed railway and heavy-haul transportation,raising the internationalization degree of China railway standards,continuously well doing the management and service of railway standards.
