摘要
本文阐明了提高科学研究工作质量对提高社会生活质量，促进科学技术的真正进步和社会经济发展的作用；对科学、科学创新与科学质量等问题，提出了新的认识和看法。系统地总结了科学基金工作质量管理研究与社会实践取得的成效和经验。本文对推动科学创新活动质量管理问题的研究，提高科学基金管理水平，树立科学的全面社会质量观具有重要意义。
The article has confirmed that the upholding of quality concept in science research is functional to improve quality of social life, promote actual progress of science and technology and development of social economy It has also presented new ideals on concepts of science, scientific creativity and quality and given out a summary about the research of quality management of science foundation and the experience and results of social practice The article is meaningful to promote the research on quality management of scientific creativity,impirove the management level of science foundation, and establish entire social quality concept based on science
