我国社会体育指导员制度的发展路径

Exploration of a way to the development of the social sports instructor system in China

我国的《社会体育指导员技术等级制度》和《社会体育指导员国家职业标准》都是为了加强我国社会体育指导员队伍的建设与管理,适应体育事业和体育产业的发展需要而颁布的部门规章。但两者颁布的背景和适用的范围不同。分析两者的理论基础、运行特点和存在问题,提出我国社会体育指导员制度应在坚持"双轨式"的基础上,选择"重点式"发展路径,更符合我国社会体育指导员发展的现实需要。

The Social Sports Instructor Technical Rating System and the Social Sports Instructor National Occupation Standard effective in China are all department regulations promulgated for strengthening the construction and management of the social sports instructor team in China, and for adapting to the need of the development of the sport undertaking and sport industry. However, the promulgating background and applicable scope of these two regulations are different. By analyzing the theoretical bases, running characteristics and existing problems of these two regulations, the author proposed that the social sports instructor system in China should, on the basis of sticking to the ＂twin track＂ system, select a ＂primary＂ way to development, which will meet the realistic need for the development of social sports instructors in China in a better way.
