社区党员志愿行动的理论基础与现实问题

Theoretical Basis and Practice Issues of Party Volunteers' Activities in Community

第三域是相对于政治领域和经济领域而存在的一个独立的社会领域,它在一定程度上能够弥补市场和政府的不足。中国第三域在社区的发展动力不足,需要党员的参与;而党员参与社区志愿者组织,既是党员社区服务的重要方式,也有助于党对基层社会的领导。党员与志愿者趋同的道德理想为社区党员志愿行动提供了动力基础,政党与社会的良性互动以及党执政合法性资源也为社区党员志愿行动提供了存在的理论依据。社区党员志愿行动的现实发展,需要进一步普及志愿精神,也需防范志愿者组织的行政化倾向,增加志愿者组织的组织力。

The third field is a relative social field between political field and economic field,which can make up for the limitation of market and government. Because of the shortage of the motive force,the development of Chinese third field need the involvement of the Communist party members. And the participation of the party members in community volunteer organizations plays an important role in providing community service and contributes to exercising leadership of the Communist Party as well. Based on similar moral ideal between the party members and volunteers,the volunteers of the party members in community are willing to provide service for the public. The good interaction between the Communist Party and the society and the legal status of the Communist Party lay theoretical foundation for the activities of the volunteers of the party members in community. To further develop the volunteer campaign in community,it is necessary to spread the spirits of volunteer and to guard against the tendency of administration so as to increase the organizational capacity of the volunteer organizations.
