On the Relevant Policies Concerning Chinese International Rivers

国际河流利用的有限主权原则是主要的国际河流习惯法,含义为一国在利用其境内国际河流时要承担相应的义务。我国已经恪守国际河流法和一般的国际河流利用原则。《国际水道非航行使用法公约》还远不是生效的国际河流法,根据国情,我国目前不必急于加入该公约,也不应盲目地采用欧美地区标准超前的国际河流一体规划模式。

The limited sovereignty of international rivers' utilization is a major principle of customary law of international rivers. It means that a country must bear corresponding obligations when using international rivers in its territory. China has obeyed the international river law and general principles of international river utilization. UN Convention on the Law of the Non-Navigational Use of International Watercourses is far from the validated international law. It is recommended that China should not join the Convention hastily and should not rush to adopt the standards of integrated model of international rivers.
