Construction of Farmers' Economic Cooperative Organization and Institutional Rules

维系农民经济合作组织运行的规则有内生性规则和制度化规则。内生性规则能促使理性农民形成互助合作的自发秩序,但随着农民经济合作的组织化程度提高,它的低层次规约功能凸显不足,惟有制度化规则才能满足农民更多、更久、更牢固的权益冀望。制度化规则建设需要有政策与法律规范支持,需要政府帮助、指导和协调,还需要在现有的制度框架下设定具体内容,如民主化、适度干预等。

The rules to maintain farmers＇ economic cooperative organizations are endogenous rules and institutional rules. Endogenous rules can facilitate the formation of spontaneous order of mutual assistance and cooperation among rational farmers. However, with the increase of the organizational level of farmers＇ economic cooperation, its low-level prescription is apparently insufficient. Only institutional rules can satisfy the expectation of the more, longer and firmer rights of the farmers. Construction of the institutional rules needs the support by policies and laws, also the assistance, guidance and coordination by the government, and setting up the details under the framework of the existing system, such as democratization, appropriate intervention, etc.
