构建精英主导下的“三位一体”村治模式

Construction of a "Three-In-One Cooperative" Model of Administration in Countryside Led by Elite

任何一个社会都是由精英来治理的。由精英主导村庄治理,并不与"村民当家作主"有必然的矛盾,相反,村治精英引导了村庄民主的发展,而村庄民主实践也为精英的培养提供了舞台。民主的要义并不在于由谁来掌握权力,而在于权力是否用来为人民群众谋利益,并接受人民群众的监督和制约。因此,要保证精英主导下的村庄治理的民主取向,需要构建起村干部、草根志愿性组织以及村民"三位一体"的村治模式。

Every society is governed by elite. Government in countryside led by the elite does not necessarily contradict with the idea of that farmers are the masters of their own affairs. On the contrary, that elite governs countryside helps the development of democracy there, and at the same time, demonstrating in countryside also provides a platform for fostering elites. The essence of democracy is not who has the power, but it is whether the power is used for the benefits of people, and accepts people＇s supervision and regulations. Therefore, to ensure that the democratic orientation of the government in countryside which is led by elite is on the right track, a ＂three-in-one cooperative＂ model of government in countryside including cadres, grassroots voluntary organizations and farmers needs to be constructed.
