西方后新公共管理改革界说及其借鉴 被引量:1

摘要 20世纪90年代末期,伴随着第一轮改革中出现的"碎片化"、部门之间缺乏协调与民主社会价值观缺失等问题的出现,西方一些国家展开了第二轮政府改革实践——后新公共管理改革。本文分析了后新公共管理改革产生的背景与内涵,批判性地指出了其理论假设存在的局限性,并借鉴其合理之处以期完善我国的的行政管理体制改革。
