面向功能定位的滨海新区产业发展策略研究

Industrial Development Strategy for Function Orientation of Tianjin Binhai New Area

面对当前国内经济发展政策的不断调整和环渤海区域经济发展格局的不断变动,文章对滨海新区的功能定位进行了新的思考,分析了滨海新区在辐射带动作用、引领国家产业升级和建设生态宜居型城区三个方面实现功能定位所面对的主要问题;以循环经济理论为指导,提出相对应的产业发展策略,即构建以制造业为核心的生态产业体系;同时,阐明了促进产业发展的政策支撑体系,以保障滨海新区实现国家赋予的战略功能定位。

Confronted with the adjustment of domestic economic policies and the continued changes of development situation in the Bohai Sea region, this paper rethinks the function orientation of Tianjin Binhai New Area （TBNA）. Firstly, the de- velopment status of TBNA＇ s industries is analyzed as well as some main problems currently in three aspects, including its driving function for the greater region, the task of advancing national industries and the construction of ecological city for dwelling; then the industrial development strategies are put forward with the guide of the theory of circular economy, that is, building a ecological industrial system with the core of manufacturing ; meanwhile, one support system of policies is es- tablished in order to promote the development of industries to realize the TBNA＇ s function orientation.
