摘要 滨海新区的快速发展对土地的合理利用提出了挑战,各类型功能用地供需矛盾日趋尖锐。因此,构建与实施滨海新区现有的农用地集约度评价指标体系,是掌握滨海新区现有用地状况和未来合理使用土地的必要手段。从经济学角度出发,重新认识农用地集约利用的含义和作用。并在此基础上,结合滨海新区农用地发展的特点,以追求经济效益最大化为目标,建立一套滨海新区农用地的集约利用评价指标体系,其中包括农业土地规模经营和都市农业发展水平两大类指标。同时利用改进的功效系数法做出定量评价,旨在推进滨海新区农用地集约利用的水平。 The rapid development of Tianjin Binhai New Area challenges the reasonable land use. As a result, the contra- dictions between supply and demand of various functional lands are becoming increasingly acute. Therefore in Binhal New Area, it is necessary to construct and implement an evaluation index system for the intensive extent of available, in order to grasp the status quo of land use in Binhai New Area and make rational use of the land in the future. From the angle of eco- nomics, this paper reacquaints the connotation and function of farmland intensive use. Then on that basis, for the aim of e- conomic benefit maximization, this paper constructs an evaluation index system of farmland intensive use for Binhai New Ar- ea which considers the developing characteristics of farmland, and falls into two main types : scale dperation of farmland and urban agriculture developing level. In addition, this paper applies modified efficiency coefficient method for quantitative e- valuation to improving the level of farmland intensive use in Binhai New Area.
