浅析引导基金对所扶持创投企业的监督管理

引导基金作为一种创新型的政府投资方式,正在被越来越多的地方政府认识和运用。同时,由于社会资金与引导基金合作开发创投市场可以获得诸多便利,使其成为创投资金争相合作的对象。引导基金及其所扶持的创投企业正在成为区域经济发展、产业结构调整的重要工具和手段。但是,由于引导基金在我国尚属新生事物,创投企业又良莠不齐,对引导基金如何扶持创投企业仍存在不少模糊认识,尤其是在应否对引导基金所扶持创投企业进行监督管理和如何监督管理上存在较大分歧,严重影响了引导基金在我国的发展和推广。

Initiating fund is a new type of governmental investment. It is acknowledged and adopted by more and more local governments. Utilizing social capital and initiation fund to develop investment market can obtain a lot of benefits. So social capital is becoming a cooperative partner of initiation fund. Initiation fund and investment enterprises aided by initiation fund are becoming the important tool and means of regional economic development and industrial restructuring. However, initiation fund is a new type of fund in China, and good and bad investment enterprises are intermingled. It is still unclear that how to make use of initiation fund to help investment enterprises. It is also controversial that whether these enterprises should be supervised, which exerts enormous influence on the development of initiation fund in China.
