Overall Planning Distribution Model of Reconstruction Funds of Private Enterprises in Post Wen chuan-earthquake

通过对受灾民营企业实地调研和深入访谈,针对灾后民营企业恢复重建中资金分配出现的关键问题,以统筹优选思想与方法为方法支撑,以资金分配原则和重建原则为指导思想,构建民营企业重建资金链分配的模式框架,提出重建资金的统筹分配模式。该模式包括外分资金供应链优化模式和内分资金供应链优化模式,并通过建立重建资金分配的闭环控制流程和重建资金分配的监管体系,系统化灾后民营企业重建资金的统筹分配。

Through field research and in-depth interview of private enterprises,with regard to key issues in funds allocation in private enterprises post-disaster reconstruction,guided by the principles of overall co-ordination methodology,reconstruction,and funds allocation,this paper proposed to redevelop the co-ordination of funds allocation model to reconstruct the framework of private enterprise fund allocation for reconstruction.With outside sub-funds supply chain optimization and sub-funds within the supply chain optimization,through establishing close-loop control of the reconstruction process and regulatory mechanism for fund allocation,this model tries to systemize fund allocation in post-disaster private enterprise reconstruction.
