当前,现实中普遍存在权力运行制度的权威性和严肃性不足的问题,其症结主要在于:把"执行不执行民主集中制"这一个本属严肃的政治和组织原则问题"降格"为一般的民主作风问题,由此导致了权力运行失范。因此,在思想上与实践上促使被长期软化的政治和组织原则真正实现刚性回归,就成为解决难题的关键。

Nowadays there commonly exist the problem of lacking authenticity and severity treating the system of power practice. The lacking has resulted from the mistreatment of the principle of democracy and centralism. O- riginally whether or not we carry out this principle is a matter of serious political nature. Nowadays however, it has become, to some people, simply a matter of work style. Therefore the solution to the problem is a return to the se- verity in carrying out the principle of democracy and centralism.
