日本警察机构设置与中国警务管理体制改革思考

Thinking of the organizational structure of Japanese police and the reform of Chinese police management system

基于借"他山之石"的基本思想,以对日本警察机构设置及其功能特点的分析为前提,提出中国可根据自然地理区位建立"警管区"协调机构;可建立公安部直接掌控的的"国家公安情报信息系统";可尝试根据自然、经济或文化特征等建立"协作区"模式来加强区位警察合作;可尝试"扩大块内直属管辖权限";应加强观念创新和区域犯罪共性特征及地理犯罪学研究,积极促进中国警务工作管理体制改革。

Based on the basic idea of ＂Stones from other hills,＂ and the premise of analysis of the organizational structure of Japanese police and its features, put forward that China may establish ＂Police District＂ according to the natural geographical location; may establish ＂national security intelligence and information system＂ directly controlled by Ministry of Public Security; may attempt to enhance the location police cooperation by establishing ＂collaboration zone＂ according to natural, economic or cultural characteristics; may try to ＂expand the block under the direct jurisdiction＂; should strengthen the concept of innovation and common features of regional crime and research of geographical crime, to actively promote China＇s reform of police management system.
