Study on Talent Drain Problem in Rural Areas and Its Countermeasures

摘要 长期以来,由于我国现行的城乡二元结构不利于农村经济的发展,导致农村生存条件差,人才引不进、留不住,严重阻碍了新农村建设的进程。为此,必须从增加农业土地附加值、提高农民收入、加大农村基础设施建设投入力度、改善农村生产与生活环境入手,推进农村工业化、城镇化发展,解决农村"人才流失"问题。同时通过发展农村教育事业来提高农民致富能力,引导、鼓励大学毕业生和返乡农民工到农村就业、创业来强化新农村建设人才队伍,为新农村建设提供人才保障。 For a long time,due to China's current urban-rural dual structure is not conducive to the development of rural economy,the process of new rural construction was seriously hindered. In order to promote rural industrialization and urbanization development,solve the rural "brain drain" problem,some countermeasures should be carried out,such as increasing the added value of agriculture land,improving farmers' income,increasing investment in rural infrastructure construction,improving rural production and living environment. At the same time,develope rural education to improve farmers' ability in make a fortune,guide and encourage college graduates and migrant workers returning to rural to strengthen talented workforce in new rural construction.
