Evaluating thesis or design scientifically has a positive effect on improving the quality of college graduates. In this paper, by the use of systems theory and teaching evaluation theory and the method, they explain the basis, principle and function about evaluating index system of the thesis or design in replying, construct its evaluation form, and make the application, thus receive a good teaching result.
