大部制背景下城乡客运一体化对策

Strategy for urban and rural passenger transport integration based on big ministries

为促进社会主义新农村建设,加快城乡客运一体化进程,分析了国内大部制背景下构建城乡客运一体化所面临的管理机制多元分割、财政资金投入不足、道路客运城乡政策差异等问题;基于可持续发展的交通理念提出了建构城乡客运一体化的总体思路,探索了管理体制、交通结构和运营组织方面的新模式,建立了城乡客运一体化综合量化评价指标体系;并在公共交通发展、城乡规划、投融资政策、法规建设以及市场培育等方面就城乡客运一体化提出了建议。

In order to promote the development of socialist new rural area and speed up the progress of urban and rural passenger transport integvation, the paper discusses the problems of the dispersion of jurisdiction, the lack of governmental finance and the differences of urban and rural passenger transport policy. With the idea of sustainable development for transportation, the authors set up the new development modes in governmental managing, traffic system and business managing, and build a quantitative evaluation index system. Finally, they provide simultaneity, the strategies and suggestions in public traffic development, the town and country planning, the investment policy, the law building and the market cultivating to push for- ward the progress of urban and rural passenger transport integration.
