Research on the Mechanism of the Flow of Talents and the Effect of Talent Aggregation

人才聚集是人才流动的产物,当人才流动达到一定规模时,就会产生人才聚集现象,此时的人才处于一个由诸多因素构成的复杂的开放系统之中,各要素综合作用的结果既可能出现1+1>2的正效应(积极效应),也可能出现1+1<2的负效应(消极效应)。在分别对人才流动与人才聚集效应分析的基础上,探讨了两者的机理作用过程,并提出了相关对策,以推动人才合理流动,促进人才聚集效应的产生与提升。

Talent aggregation is the result of the flow of talents. When the flow of talents reaches a certain extent, there will he the phenomenon of talent aggregation. Talents at this very moment are in an complex open system which is made of many factors. The combined result of various factors may be either the positive effect or negative effect. Based on the analysis of the flow of talents and the effect of talent aggregation, the process of their mechanism was researched and countermeasures were put forward in order to push the reasonable flow of talent and promote the effect of talent aggregation.
