高等教育质量保障的国际合作与亚太区域的“千叶原则”

The International Cooperation of Quality Assurance in Higher Education and the "Chiba Principles" for the Asia-Pacific Region

近年来,高等教育质量保障的国际合作已经成为高等教育国际合作的重要方面。"国际质量保障、资格认证与认可全球论坛"连续举办,高等教育质量保障机构网络相继建立,《保障跨国界高等教育办学质量的指导方针》的制订,"质量保障能力全球策动"的联合发起,表明了国际高等教育质量保障国际合作的大趋势。亚太高等教育质量保障网络积极响应这一发展,提出了"千叶原则"。这些原则对于我国高等教育质量评估和质量保障体系的建立具有参考价值和指导意义。

The international cooperation for higher education quality assurance has become one of important aspect of international cooperation for higher education in recent years. The Global Forum on International Quality Assurance,Accreditation and the Recognition of Qualifications has been held continuously,the networks for quality assurance in highcr education have been established one after another,Guidelines for Quality Provision in Cross-border Higher Education were developed, Global Initiative for Quality Assurance Capacity was launched jointly,which indicate the megatrends in higher education international cooperation. APQN actively responds this development to point out the Chiba Principles. These principles have reference and guidance significance for us to evaluate higher education quality and establish quality assurance system.
